Workshop Summary

Background

Monitoring the relevant national forest types and their dynamics and related carbon emissions in the tropics is critical for assessing the performance of REDD+ and country's Measurement, Reporting and Verification (MRV) systems. In this workshop, we will explore the possibilities for forest stratification mapping and characterising the forest state and discuss how best to use this information for national inventory and/or emissions reporting. A regional focus is desirable, to identify pertinent issues in the Central/Latin American region.

Forest stratification entails mapping of relevant forest types, primarily related to biomass and carbon density classes, that can be associated with specific emissions factors and used in REDD+ reporting. The base stratification may include primary, modified natural and planted forest classes (as described in the GFOI Methods and Guidance Documentation). Additional sub-stratifications can be incorporated as needed. Forest stratification is the basis for other image products, including forest/non-forest, change within forest land and above ground biomass. Maps of conversions between forest strata can be produced to provide activity data for degradation or enhancement of carbon stocks arising through sustainable management and conservation.

Monitoring changes within forest land, including deforestation and degradation indicators, is a key component of emissions reporting. Stratification of the forest is needed as an initial step, with ongoing monitoring of disturbance and logging activity to estimate the annual rate of change in carbon stocks. The temporal aspects of defining change classes and the types of metrics (e.g., forest cover, height, density) are key considerations.

 

Workshop objectives


The workshop aims to bring the community of REDD+ monitoring technical experts and regional practitioners together to discuss the evolving needs and current state of art on forest stratification mapping. Working group sessions will help identify gaps and obstacles that hinder progress, and develop an action plan towards improving the underlying science and national forest monitoring in REDD+ countries.  More specifically, the workshop aims to:
  • Assess the evolving needs from the international level and REDD+ countries for generating and reporting on specific forest types;
  • Give regional practitioners an opportunity to present their national and regional forest monitoring systems and discuss the current challenges on decision making and translating what is mapped in reporting;
  • Present and share experiences on approaches to mapping nationally relevant forest types;
  • Present and share experiences on characterising the forest state (e.g., degradation, regrowth);
  • Discuss adequate approaches for product validation and for the related uncertainty assessment in carbon emissions reporting;
  • Discuss important gaps and obstacles and opportunities for future improvements documented in an action plan for further R&D and demonstration activities; and
  • Synthesize the findings towards improved guidance to countries and REDD+ practitioners.

Field visit to El Chico National Park, 115 km NE of Mexico City. Site features a merge of temperate and mountain cloud forest. Travel by rented bus (1~2 hours) from Radisson Hotel. Bring shoes suitable for hiking and a sweater and rain jacket in case of rain.
